إنه لمّا مضت عدة سنوات-ببعض الأقطار الإسلامية-على ترك سنة العمل برؤية هلال رمضان وشوال، والعمل بدلاً عنه بالحساب والتنجيم بحالة الصحو والاغمام على السواء، وبعدما أصدرت "لجنة الإفتاء المركزية" بأحد الأقطار الإسلامية فتوى، تقضي بإلغاء سنة الرؤية بالعين المجردة وإحلال محلها الحساب الفلكي.
يستعرض المؤلف في هذا الكتاب أحكاماً شرعية قضت بإبطال العمل بهذا الحساب الفلكي شرعاً، وعقلاً. وقد جاء ذلك ضمن مقدمة تمهيدية، جاءت في معنى "الهلال" و"الشهر" واشتقاقهما ووظيفة كل منهما، ثم ثلاثة فصول في الحكم الشرعي لرؤية الهلال بالأبصار، وباقتضاء إبطال نظرية الحساب الفلكي في الصوم والإفطار ثم ألحق ذلك بنصوص قطعية، لإثبات ما ذهب إليه المؤلف.
