علي ماهر: السياسي المصري الشركسي سليل الأسرة السياسية العريقة، رئيس وزراء مصر أربع مرات، وصاحب لقب رجل الساعة ورجل الأزمات.
هو «علي محمد ماهر» وُلِد عام ١٨٨٢م بحي العباسية بالقاهرة، أبوه هو السياسي المصري «محمد ماهر» من أعيان الشراكسة، وأخوه «أحمد ماهر» كان رئيسًا للوزراء.
حصل ماهر على شهادة البكالوريا (الثانوية) عام ١٨٩٨م، ومن ثَمَّ التحق بمدرسة الحقوق ونال شهادة الليسانس في الحقوق عام ١٩٠٣م، كما درس القانون بفرنسا. عمل بعد تخرجه مدرسًا بمدرسة الحقوق، ثُم أصبح مديرًا لها. حصل على الدكتوراه الفخرية عام ١٩٢٨م، كذلك عمل بالمحاماة والقضاء.
شارك ماهر الشعب المصري ثورته المجيدة عام ١٩١٩م بقيادة «سعد زغلول» وانضم لحزب الوفد فور تشكيله، ثُم انضم لحزب الأحرار الدستوريين. وفي أعقاب الأزمة السياسية لحزب الوفد ونتيجة لعملية الانشقاق التي حدثت به انضم إلى حزب الاتحاد، وأثناء تلك الفترة تم اعتقاله وأُبعِد إلى «الأقصر».
ﻟ «ماهر» تاريخ طويل مع الوزارات المصرية ورئاستها؛ حيث عُين وكيلًا لوزارة المعارف بوزارة «أحمد زيور باشا»، ثُم وزيرًا للمالية بوزارة «محمد محمود باشا» عام ١٩٢٨م، ثُم عُين مديرًا للبنك الأهلي المصري، ثُم وزيرًا للمعارف ثُم وزيرًا للحقانية (العدل) بوزارة «إسماعيل صدقي باشا»، ثم رئيسًا للديوان الملكي عام ١٩٣٥م.
ومن المفارقات في حياة ماهر أنه شَغَل منصب رئيس الوزراء بمصر أربع مرات في عهود مختلفة، الأولى عام ١٩٣٦م، والثانية عام ١٩٣٩م، والثالثة عام ١٩٥٢م، والأخيرة كانت بعد قيام ثورة يوليو؛ حيث شغل المنصب عدة شهور وأُجبِرَ على الاستقالة لمعارضته قانون الإصلاح الزراعي.
عُرِف برجل الأزمات؛ نظرًا لأنه دائمًا ما تأتي فترات توليه الوزارة أثناء حدوث الأزمات السياسية بالحكومات المصرية، ومقدرته أيضًا على حل هذه المعضلات.
عُيِّن عام ١٩٥٣م رئيسًا للجنة إعداد الدستور المصري عقب الثورة. ومن أهم أعماله كتاب «القانون الدولي العام».
توفي علي ماهر باشا في شهر أغسطس من عام ١٩٦٠م.
