إذ لاحظ الباحث وبحكم معياشته الميدانية للعمل الأكاديمي في علم الاجتماع والجريمة تحديداً مدة تربو على عقد ونصف، ومنذ سيادة القطب الواحد "1990" بأن هناك نقصاً معرفياً وعلمياً للكثير من المفاهيم الجديدة على طلبة هذا الاختصاص والعاملين فيه، لذا برزت الحاجة العلمية الملحة لدى طلبة البكالوريوس والدراسات العُليا ومدرسيهم في المعاهد والجامعات العربية، لوجود مُعجم متخصص يستفاد منه في علمَي الاجتماع والجريمة معاً، كي يضيءَ على المفاهيم الحديثة المشتركة بينهما، كي تساعدهم على فهم وتوظيف ما تشهده مجتمعاتنا، من اهتزاز في المنظومة القيمية والسلوكية ضمن البناء والأمن الاجتماعي جرّاء سيادة القيم الفردية الحديثة، وضعف قيم التكافل والتساند الجماعي من جهة، ومن الجهة الثانية زيادة نسب الانحراف والتطرف والإجرام وحتى الإرهاب العالمي، ترابطاً مع ضعف الروابط الاجتماعية بين أفراد المجتمع بجذورها الدينية والاقتصادية، وتأثيرها جميعاً على اتساع فجوات التنمية بين دول وشرائح غنية جداً وأخرى مدقعة الفقر والخدمات الحياتية. إضافة إلى زيادة نسب الفقر والبِطالة في مجتمعاتنا المتأثرة بسطوة العولمات الاقتصادية والثقافية والتكنولوجية على طبيعة واتجاه تحولاتها المتسارعة، الأمر الذي أدى إلى ضعف التماسك الاجتماعي ممثلاً في هشاشة الضبط الداخلي لدى الأفراد والجماعات، جراء تراجع الكثافة الدينية وتدني تأثير الأديان للأسف على سلوكيات الأفراد والجماعات، علاوة على ضعف أدوار المؤسسات التنشئية مقارنة في السابق عندما كان المجتمع العربي المسلم أكثر تجانساً، نتيجة لسيادة العلاقات الوجاهية بين أفراده وجماعاته قبل الآن، وبناءً على ما سبق.
