المؤلف هو الإمام العلامة خليل بن إسحاق بن موسى بن شعيب المعروف بالجندي، كان صدراً في علماء القاهرة، مجمعاً على فضله ودياناته، وله مختصر في المذهب المالكي، بيّن فيه المشهور وذكر فيه فروعاً كثيرة مع الإيجاز البليغ. بالإضافة إلى هذا الكتاب كتابه "مختصر خليل" الذي نقلب صفحاته والذي هو المختصر على مذهب الإمام مالك بن أنس رضي الله عنه، والذي عمد فيه لبيان ما صدر عن الإمام مالك من فتاوى، بالاعتماد إلى مدونة الإمام مالك، متبعاً في ذلك النهج التالي:
مشيراً بلفظ "أوِّل" إلى اختلاف شارحي المدوّنة في فهمها، وبلفظ "الاختيار" للًّخميّ، لكن إن كان ذلك بصيغة الفعل، فذلك لاختياره هو في نفسه، بالاسم، فذلك لاختياره من الخلاف، وبلفظ "الترجيح" لابن يونس كذلك، وبـ"الظهور" لابن رشد كذلك، وبلفظ "القول" للمازري كذلك، وحيث يقول المؤلف خليل بن إسحاق "خلاف"، فذلك للاختلاف في التشهير، وحيث يذكر قولين أو أقوالاً، فذلك لعدم اطلاعه في الفرع على أرجحيةٍ منصوصةٍ، معتبراً من المفاهيم مفهوم الشرط فقط مشيراً بـ"صُحّح"، أو "اسْتُحسن" إلى أن الإمام مالك غير الذين قدّمهم، صحح هذا أو استظهره، ومشيراً بلفظ "التردد" لتردد المتأخرين في النقل أو لعدم نصّ المتقدمين، وبلفظ "لو" إلى خلاف مذهبي.
