ويأتي هذا البحث، في تسعة فصول، ليناقش قياس كفاءة وفاعلية أنظمة الميزانية العامة المطبقة في المملكة العربية السعودية، فيقدم مقترحات لتطوير تلك الأنظمة، وذلك من خلال تشخيص لواقع تلك الأنظمة، والتعرف على رأي المسؤولين الماليين في الأجهزة الحكومية، ومن ثم يُعَدُّ هذا البحث خطوة مهمة لإقتراح وسائل جديدة أكثر كفاءة من الوسائل الحالية لمعالجة عملية الميزانية العامة في إعدادها وإقرارها وتنفيذ الرقابة عليها.
