هذا كتاب في قضاء المظالم، يؤرخ للقضاء من أيام اليونان والرومان والفرس والفراعنة والعرب في الجاهلية، والعصر النبوي، وعصر الخلفاء الراشدين، والعصرين: الأموي والعباسي، والقضاء في دولة بني عثمان، وصولاً إلى العصر الحديث، جولة في الزمان والمكان والصفة، ليعرِّج على قضاء المظالم خاصة، فيميط اللثام عن نشأته وتطوره، إلى أن كانت له شخصية متميزة، موهوبة الجانب، تحقق العدل، وتمنع الظلم، وتنصف المظلوم من ظالمه، فأصبح لذلك كتاب متميزاً عن غيره من الكتب.
وفي هذا الكتاب لم ينس الباحث أن يسلط الضوء على وسائل الإثبات الشرعية: البينة، والشهود، واليمين، والإقرار، والقرائن؛ ولم يفته الحديث عن القاضي والمحامي، والبينات المختلف فيها، من القسامة والقيافة، وما يتصل بالمحكمة، فبيَّن أنواعها المختلفة، من شرعية، ونظامية، وخاصة، وسلَّط الضوء على تقنين الفقه، لتسهل الإفادة من مواده، في إنشاء الأحكام في القضايا المرفوعة إلى المحاكم.
ثم وفَّى القول في قضاء المظالم الإدارية، إذ كان أساس إنتظام إدارات الدولة، وضبط شؤون موظفيها، وحاميهم من الظالم أياً كان، ومن الظلم بعامة، وكان منطلقه القضاء الإداري، فبيَّن كيف نشأ، ثم بيَّن القواعد التي تنظم عمل القضاء الإداري وقضاء المظالم خاصة، فجمعت أطروحته التي نال بها درجة العالمية (الدكتوراه) في الفقه المقارن، ما تفرق في غيرها، فكان فيها غُنْية لمن يطلب مزيداً في علم الشريعة، وثقة في عدالة أحكامها.
