من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية
Book Description
يتزامن هذا الكتاب مع ربيع الثورات العربية، وبالأخص ولادة ثورة 14 يناير 2011، الثورة الشعبية التاريخية التي بدأت خطوتها الأولى من مدينة سيدي بو زيد بتونس الخضراء، فتظاهر هذا المؤلّف هناك مع المتظاهرين، وانتقل معهم من مدينة إلى أخرى، حتى رحل الطاغية، ثم سافر مع الفكرة إلى مصر فنزل مع الثوار المصريين حيثما نزلوا، وتحرك معهم حتى شهد على رحيل الطاغية، ثم وقف مؤلفه الدكتور عقيل حسين عقيل يتأمل في أوطان التحكيم ليقول لنا "لن يكون غير المتوقع بعد اليوم غير متوقّع".
يعتبر الدكتور عقيل أن مفهوم المقاومة اليوم أصبح له عنوان آخر: (مسؤولية الجميع من أجل الجميع)، ولهذا لم يعدّ الجميع في حاجة لمن ينوب عنه برؤية محدودة في مقاومة المستعمر أو مقاومة الظلم والفساد، وذلك لقصور تلك الرؤى المحدودة عن تحقيق غاياتها التي ثَبُت أنّها غير كافية لوحدها لإزاحة الطغاة وتخليص الشعوب من قبضة الظلم. يقول الكاتب " ... في هذا المؤلف ميزنا بين مفاهيم عدّة، منها المتوقع، وغير المتوقّع، والمستحيل، والصعب، والتخويف، والجبن، والإرهاب، والتطرّف، كما ميّزنا بين ما كان سائداً في العصور والقرون الماضية من استعمار ومعطيات ومبرّرات وأساليب وجودها، وما كان سائداً إلى جانبها بغير حقّ من قمم سلطانية جثمت على الشعوب؛ فميزنا بين تلك الأسباب وبين معطيات ومبرّرات هذا العصر المرّسخة للمقاهيم القيمية الحميدة، والتي يكون فيها الإنسان بممارسة الحرية، هو العنوان في صناعة التاريخ، وإثبات الهويّة المعززة بالتقدير، والإعتبار، ونيل الإحترام ...".
