بين طيات هذا الكتيب رسالة من تصنيف العلامة "حامد بن علي د" جمع فيها فتاوى أهل العلم في أحكام الفتوى، وشروطهم في المفتي، ولأهمية هذه الرسالة عني علي عبد الحميد بتقديمها والتعليق عليها، ملحقاً ذلك كله بتحقيق ليف هدفه توضيح ما أبهم فيها وما أشكل من معانيها. أما عمله في التحقيق فتجلى بنسخها، وضبط نصها، والتعليق على غريب الكلمات الواردة فيها، وتخريج الأحاديث النبوية المستشهد بها داخل النص، وعزو آياتها القرآنية إلى مواضعها في كتاب الله. هذا وقد ختم المحقق الرسالة بفهرس يوضح مضمونها، ويسهّل على المطّلع عليها قراءتها.
