من المعروف لدى المهتمين بالشؤون الاجتماعية، ما أورثه الغزو الذي واجهه عالمنا الإسلامي فكرياً وسياسياً، من أثر، على طبيعة حياة المسلمين، حتى بلغ بهم الحال أن تبدل الكثير من معالم مجتمعهم، وغابت أخلاق ومثل، لتظهر عادات وتقاليد أخرى، منها ما يقره الشرع، ومنها ما لا يقره. هذه الموجة من التغيرات، شملت فيما شملت، المظاهر الحضارية ومنها الأزياء، وكان لـ"اللحية"-التي ميز بها الله الرجل عن المرأة-قسط من هذا التأثير. وتأخذ اللحية دوراً من الجدل حول شرعيتها، فمن قائل أنها سنة عادة، بمعنى أنها جائز حلقها، أو مجرد شكل مدني لا دخل للشرعية فيه، كما أن هناك من يرى وجوب إرسالها وحرمة حلقها، عملاً بالأحاديث.
وكانت مجلة "الوعي الإسلامي" التي تصدر بالكويت قد نشرت وجهة نظر-عن اللحية-في باب الفتاوى للشيخ عطية صقر قال فيها: "الحق من أمر اللباس والهيئات الشخصية-ومنها اللحى-من العادات التي ينبغي أن ينزل المرء فيها على استحسان البيئة، فمن درجت بيئته على استحسان شيء منها كان عليه أن يساير بيئته. وكان خروجه عما ألفه الناس فيها شذوذاً". ونظراً لما لهذا القول من خطورة على تفكير أبناء جيلنا عني "الشيخ عثمان عبد القادر الصافي" بالرد عليه في هذه الرسالة التي نقلب صفحاتها، والتي أعدّ فيها على خطأ القول السابق مورداً العديد من الأدلة المستنبطة من الكتاب والسنة ليثبت خطأ وجهة نظر الشيخ "صقر" فيما ذهب إليه في فتواه.
هذا وقد قسم الشيخ مضمون رسالته إلى ثلاثة أقسام؛ تحدث من القسم الأول عن اللحية وبيان حكم الشرع فيها؛ وفي هذا القسم أبطل الشيخ الادعاء القائل أن اللحية خارج أخبار التشريع، داحضاً زعم إباحة الحق بحجة السنية. أما القسم الثاني فخصصه للحديث عن الأزياء وحكم الشرع منها. وفي القسم الثالث أورد أربع تعقيبات تعلقت بـ: كشف اشتباه التعليل بمخالفة المشركين، والمجوس، قاعدة في التشبه بغير المسلمين، اشتباه آخر من حديث: "إن الله لا ينظر إلى صوركم"، تناقض المجتمع وضغط البيئة على سلوك المسلم.
