يضم هذا الكتاب بين طياته دراسة توزعت مادتها على ستة أقسام، دار القسم الأول منها حول موضوع الأصول النظرية للتقييم التربوي الهادف فتناول دور التقييم من العمل التربوي والأسس النظرية التي يجب أن يرتكز عليها، وجاء القسم الثاني وموضوعه مخطط الامتحان، بمثابة ميزانية توزع الأسئلة بحسب مخصصات متناسبة ومتسقة. يتناول أولاً الأسس التي يمكن أن تعتمد في تحليل عناصر محتويات المنهاج من أجل إحصائها بدقة وتبويبها والسهر على تمثيلها في الامتحانات تمثيلاً عادلاً، ثم يعرض إلى الأسس في تبويب عناصر السلوك، وتوزيعها في جداول تسمح بربط كل فئة منها بالمحتويات الدراسية وتصميم المخطط الكامل الامتحان.
القسم الثالث: وموضوعه البينة الثبوتية، وأساليب جمعها، يتناول المرامي السلوكية أو أنواع التصرف العقلي والانفعالي والحركي المطلوبة تجاه المحتويات الفكرية والأوضاع العملية المختلفة، ويعالجها كما تعالج المتغيرات في البحوث العلمية، بغية الكشف عن الطريقة الملائمة للحصول على البينة التي تكشف عنها وتثبتها.
القسم الرابع: ويتناول الطريقة في طرح الأسئلة، مع التشديد على الأسئلة ذات الإجابات القصيرة الحرة، والأسئلة ذات الإجابات القصيرة المقيدة، والتي باتت تعرف بالأسئلة الموضوعية.
القسم الخامس: يحاول أن يقدم نموذجاً عن الأسئلة الهادفة كما يمكن أ، تطبق على موضوع اللغة العربية، كي يسهل عملية الاقتباس في صياغة مثل هذه الأسئلة على الموضوعات الدراسية الأخرى، أو حتى على جوانب أخرى من اللغة العربية نفسها.
القسم السادس: يتطرق إلى مسألتين على جانب كبير من الأهمية: كيفية إعداد وحدة امتحان متكاملة في موضوع دراسي معين، مع مراعاة المواصفات العملية المطلوبة في وحدات القياس والريازة، وكيفية تنظيم ما درج الفاحصون على تسميته: "مصرف الامتحانات" وتمويله بالأسئلة وإدارته بطريقة منتظمة دائمة.
