المحامي وقاضي الشرع الحنيف، والاستاذ الجامعي والمستشار الثقافي للبنان في القاهرة، والمولف الغزير الانتاج ورئيس المجلس الثقافي للبنان الشمالي (1975 – 1979) ورئيس هيئة جماعة علماء المسلمين في طرابلس.
تلقى علومه الابتدائية والثانوية في دار التربية والتعليم الاسلامية بطرابلس، ونال الشهادة العالمية من الازهر الشريف (1945) والاجازة في القضاء الشرعي (1947) وشهادة الدكتوراه في ال الدكتور مصطفى محمود الرافعي
المحامي وقاضي الشرع الحنيف، والاستاذ الجامعي والمستشار الثقافي للبنان في القاهرة، والمولف الغزير الانتاج ورئيس المجلس الثقافي للبنان الشمالي (1975 – 1979) ورئيس هيئة جماعة علماء المسلمين في طرابلس.

كان الدكتور الرافعي خطيباً، حاضر البديهة، يكثر من الشواهد القرآنية والاحاديث الشريفة، ويتمتع بثقافة علمية ودينية وعصرية مشهود له بها.
ترك العديد من المؤلفات التي تدل على عمق تفكيره وشمول ثقافته، أهمها:
كتاب الطلاق في الاسلام (1952) – الاسلام نظام انساني (1958) – نحن واميركا (1960) – من فوق المنبر (1965) – التنظيم القضائي في لبنان من الناحيتين الشرعية والقانونية (1969) – فنون صناعة الكتابة (1978) – الاسلام ومشكلات العصر (1981) – الاسلام إنطلاقة لا جمود (1981) – الاحوال الشخصية في الشريعة الاسلامية والقوانين اللبنانية ( 1982) – اسلامنا في التوفيق بين السنة والشيعة (1984) – الاسلام دين المدينة القادمة (1990).
وقد نال الدكتور الرافعي الكثير من الاوسمة من دول ومنظمات دولية، تقديراً لجهوده ومواقفه، كنا كان المستشار الثقافي لسفارة لبنان في القاهرة.
