يبحث هذا الكتاب في ظهور المصطلح السياسي العربي وتاريخ ظهوره وحقيقته وتوظيفاته وقراءاته المكونة له خلال القرون الهجرية الثلاثة الأولى.
درس الباحث عدداً من المصطلحات، كمصطلح الفتنة والملك والسياسة والفرقة الناجية.. وغيرها، وتتبع التيارات السياسية التي تصارعت، فرأى أنها أدت إلى إعطائها دلالاتها، وطرق توظيفها داخلها، والمجالات التي انتقلت إليها بحكم طبيعتها.
وبين الباحث كيف يفصح المصطلح عن ذاته في مجاله الفكري والثقافي، وكيف يولد المصطلح مرتبطاً بولادة دلالاته، ثم يتحول عن مقاصده الأساسية، وسعى إلى توضيح دلالات المصطلحات غير المنقولة من ثقافة أخرى كالفارسية أو اليونانية أو البيزنطية. وهذا ما وفر عليه الدخول في متاهات التأويل، ليجعله يتلاءم مع الحضارة العربية الإسلامية.
وقد عمل الباحث على قراءة المصطلح من أجل أن يتجاوزه إلى نشأة الفكر السياسي وحركيته، وتنوع مجالاته التاريخية والمعرفية والعقدية والسياسية، فالمصطلحات كما رأى تشكل المادة المعرفية التي صهرت معها مختلف المجالات المعرفية الأخرى، بحيث يمكن منها معرفة الأسباب التي أدت إلى تمزق الخلافة وقيام أحزاب وتيارات متصارعة لتجربة حكم جديد.
وأوضح الباحث من خلال دراسته للمصطلحات أن نشأة الفكر السياسي لا تتحدد من خلال تعقب الحروب التي قامت آنذاك، ولا من وصف المفاوضات أو القتل والمقاتلين فحسب، وإنما من تتبع ذلك النمط السياسي المسمى الخلافة، وذلك يكون برصد المصطلحات ودراسة ظهورها واستجماعها في صورة تطلعنا على حقيقة النشأة، وحقيقة الفكر السياسي.
