الغرض من هذا الكتاب توفير مجموعة من القواعد الدولية للاستدلال بها في تفسير المصطلحات الهامة في عقود التجارة الخارجية. وقد وضعت هذه القواعد بصورة خاصة لرجال الأعمال الذين يؤثرون استعمال تطبيقات دولية موحدة بدلاً من الشكوك وعدم اليقين الذي توقعهم فيه تفسيرات متباينة وغير مستقرة في بلدان مختلفة.
هناك صعوبات تواجه المستوردين والمصدرين على حد سواء، منها ما يتعلق بالالتباس وعدم اليقين فيما له علاقة بالقانون الواجب التطبيق، ومنها ناجم عن قلة المعلومات أو المعلومات المبهمة، ومنها صعوبات تبرز بسبب الاختلاف في التفسير.
