يحتوي هذا الكتيب الذي بين أيدينا على دراسة أعدها كل من "جويس أر. ستار" و"دانييل سي. ستول" وتحدثا فيها عن السياسة التي تنتجها أمريكا تجاه الشرق الأوسط وتحديداً تجاه المياه المتدفقة فيه والتي بحسب رأى المؤلفان ستعاني مع حلول هذا العام أي 2000 من مشكلة أكيدة، وهنا تحدث عن أسباب المشكلة وتشعباتها، كما وأدرج المؤلفان تفاصيل الندرة التي عقدت بتاريخ 24 شباط 1986 من قبل "برنامج دراسات الشرق الأدنى" وجاءت بعنوان السياسة الخارجية الأميركية تجاه مصادر المياه في الشرق الأوسط: أداة للسلام والتنمية.
بحلول عام 2000م، سيكون الماء، وليس النفط، الموضوع الرئيسي الذي يتصدر قضايا المصادر الطبيعية في الشرق الأوسط. ويرى معهد "ويرلدووتش" الأمريكي أنه بالرغم من التكنولوجيا المتقدمة، والمبتكرات الهندسية الفذة إلا أن ضمان مستقبل المياه يبقى أمراً مستعصياً بالنسبة لكل من مصر، وسوريا، والأردن، وإسرائيل، والضفة الغربية، وقطاع غزة، والعراق. إذا ما استمرت معدلات الاستهلاك الحالية في هذه البلدان، فإن النقص في المياه التي ستكون متوافرة للاستهلاك، إضافة إلى تدني جودة هذه المياه، سيؤدي إلى مزيد من التنافس والصراعات اليائسة في هذا الإقليم.
