يؤلف هذا الكتاب اختزالاً جيداً لتجربة معينة في تأسيس دولة دستورية ديمقراطية وبالتالي فشلها. وفيه وصف مقتضب للصراع العنيد بين القطبين: قطب العقل العسكري الأبوي وقد نصب نفسه ولياً على المجتمع فاحتكر السلطة واستأثر بمنافعها، وقطب العقل المدني المتعلم الذي يعى إلى تأسيس حكم دستوري برلماني ديمقراطي، أي دولة القانون. تمثل ذلك الاستقطاب بشخصيتين متصلبتين في موقفيهما، في صراع دام أكثر من ثلاثة عقود برزت خلالها ظاهرة استحواذ السلطة الأبوية على نوري السعيد، مقابل صلابة كامل الجادرجي في موقفه نحو الالتزام بقانون الدولة، أو هي ظاهرة التضاد بين العقل المحافظ والعقل الليبرالي. وقد تجلى ذلك في التناقض بين من ينصب نفسه والياً على الرعية وبين من يحث المجتمع على أن ينظم نفسه بنفسه، لكي ينتقل إلى مقام المواطنة.
