النظام الجمهوري نتاج غربي شارفته، قديماً، مدينة تدمر وأطل عند العرب، على الشورى. فالبيعة والندوات النيابية في الجاهلية وأوضاع مكة قبل الإسلام هي من الشورى. والشورى أوصي بها القرآن واستوحاها الخلفاء الراشدون ومعاوية الكبير وعرفتها زحلة في مطلع القرن التاسع عشر وقاربت معها المفهوم الجمهوري. ومدينة زحلة ف أعين الزحليين ومدائح الشعراء ونثر الأدباء وأقوال الرحالة ليست مدينة نكرة بل "كوخ الشعر" و"دار السلام" وموقع فريد يربط بين الداخل العربي والجبل اللبناني وفيه، في كسروان "قلبه ووسطه" برزت، بعيد منتصف القرن التاسع عشر، بوادر حركة اجتماعية حاولت دفع الإقطاع واعتمدت لفظتي الجمهورية والجمهور. والمؤلف إذ يبسط واقع الجمهورية والشورى يؤكد، في عصر التقدم الحضاري الوافر، على مبادئ العدالة الاجتماعية وينوه برسالة لبنان إلى العالم العربي القائمة على العلم والمعرفة والمحبة والسلام.
