منذ الأيام الأولى لانتصار ثورة السابع عشر من تموز، رفعت الثورة شعار "الشرطة في خدمة الشعب"، محددة بذلك مهمات التغيير الثورة المنوي تحقيقها، على صعيد قوى الأمن الداخلى، وبخاصة على صعيد الشرطة. وكان إطلاق هذا الشعار في حد ذاته دعوة إلى التغيير والتقدم، وعنواناً للعلاقات بين السلطة الثورية بكل أجهزتها، وجماهير الشعب التي اندلعت الثورة من أجلها وفي سبيل خدمتها. وقد يعتقد البعض أن شعار "الشرطة في خدمة الشعب" مسألة بديهية، انطلاقاً من أن الدور الطبيعي لقوى الأمن، وأجهزة الدولة كلها، وهو خدمة الشعب.
ولكن هذا الاعتقاد المبني على مفهوم طوباوي لمسألة السلطة، لا يتجسد دائماً على أرض الواقع. ويرجع ذلك إلى أن قوى الأمن أداة بيد السلطة، أي بيد الفئات الاجتماعية والاقتصادية التي أفرزت هذه السلطة، وموقفها من النهاية محكوم بمنطق تلك الفئات المستغلة أو المرتبطة بالاستعمار، والمعادية وبالتالي للشعب فإنها تستخدم كل أدواتها-بما في ذلك قوى المن-لقمع الغالبية المقهورة، وتحقيق مصالح المستغلين.
أما إذا كانت السلطة وطنية ونابعة من الجماهير العريضة فإنها تكرس جهودها لتأمين مصالح هذه الجماهير، وتلبية طموحاتهم وتضع كل أجهزتها في خدمة الشعب الذي رفعها إلى السلطة، وتكون الشرطة بالتالي جهازاً لخدمة الشعب وحمايته، وسيفاً مسلطاً على رؤوس أعدائه، انطلاقاً من هذه الحقيقة يمكن القول: أن "طرح شعار "الشرطة في خدمة الشعب" لا يشكل فقط برنامجاً لعمل الشرطة في ظل الثورة، بل تميل أيضاً الدليل القاطع على الطبيعة الثورية للسلطة، وحقيقة القوى التي تدعمها وتلتف حولها، ويبرهن بشكل عملي على مدى التزام الثورة بالمبدأ القائل بأن السلطة خدمة وليست امتيازاً.
هذا ما يحاول "منذر أحمد المطلك" إثباته في هذه البحث النظري الذي جاء حول شعار الشرطة في خدمة الشعب وذلك عبر استعراضه ومناقشته للمواضيع التالية: الشرطة في خدمة الشعب: شعار ضروري، الجوهر الثوري للشعار، تطبيق الشعار بمنحه الحياة والمصداقية، النضال الثوري لرجل الشرطة المهمات النضالية التي يطرحها الشعار.
