إن وظيفة المشرف من أكبر الوظائف تحدياً في المؤسسة الإنتاجية لما يتمتع به موقع المشرف من حساسية، فهو يشكل حلقة الوصل بين مجموعة الإدارة ومجموعة العاملين في الإنتاج وعليه يتوقف نجاح دمج أهداف المجموعتين واستخلاص أهداف مشتركة يوجهها نحو تحقيق أهداف المؤسسة.
ويعد مشروع تطوير المشرفين في المؤسسات الإنتاجية من الأمور الرئيسة، إذ أن المشرف هو الشخص الذي يقوم بترجمة قارات وخطط المؤسسة إلى خطط تنفيذية وإجراءات وخطوات قابلة للتطبيق حتى يتمكن العاملين من تنفيذها وتحقيق أهداف المؤسسة، ودور المشرف يؤثر مباشرة على الإنتاج من حيث الكية والنوعية والكلفة وبالقدر الذي نستطيع فيه تطوير وتنمية المشرف نستطيع أن نؤثر إيجابياً على الإنتاج.
يتطلب عمل المشرف توفر مزيج من المعرفة والمهارات الإدارية والتقنية حتى يتمكن من التعامل والتفاعل مع المكونات الرئيسة للعملية الإنتاجية، وبشكل خاص القوى البشرية كونها المحرك لهذه العملية، ولذا فإن جانب المهارات الإدارية يوضع في المقدمة عند ترتيب أولويات تدريب وإعداد المشرفين. يأتي هذا الكتاب كمحاولة متواضعة للكشف عن الدور الإداري في عمل المشرف وما يتطلبه هذا الدور من مهارات إدارية في مختلف وظائف الإدارة من تخطيط وتنظيم وتوجيه ورقابة.
يقع هذا الكتاب في سبعة فصول تغطي الفصول الأربعة الأولى الجوانب والمهام المختلفة من عمل المشرف، أما الفصل الخامس فيتعرض لأنظمة تدريب وإعداد المشرفين، وأما الفصل السادس فيعرض تجربتين في إعداد المشرفين تبين الأولى باختصار التجربة اليابانية في حين تبين الأخرى تجربة عربية من الأردن، وينهي الفصل السابع الكتاب باستعراض التقنيات الحديثة في إعداد وتدريب المشرفين.
