تتكون هذه الرسالة في خطتها الإجمالية من مقدمة، وثلاثة فصول، وخاتمة، وكل فصل فيه تمهيد ومباحث، والمبحث قد يقسم على مطالب، وفصول الرسالة هي: الفصل الأول: مقدمات تمهيدية للموضوع، تناولت المعاني اللغوية والإصطلاحية لأهم مفردات الرسالة. الفصل الثاني: ضوابط التيسير، فيه دراسة لأهم الضوابط الأصولية للتيسير في الفتوى، والتي يعول عليها أن تكون مفاتيح التيسير المنشود. الفصل الثالث: الصور العملية، تناول نوعين من الفتاوى، خصصت الأول للفتاوى الشاذة والمتشددة مع أن الدليل الراجح ضدها، والثاني لنماذج من الفتاوى الميسرة التي لبت حاجة الأمة ولم تخالف نصوصاً شرعية أقوى منها.
أما لناحية المنهح فقد تم اعتماد المنهج الوصفي في عرض بعض جوانب الموضوع، والمنهج التحليلي إذا احتاج الموضوع إلى هذا الأسلوب، والمنهج النقدي عند دراسة بعض النصوص الفقهية وبحسب الحاجة..
