تعمل إدارة المنظمة على تحقيق الكفاية في استغلال إمكاناتها ومواردها المالية والبشرية، تعتمد في ذلك على مجموعة من الوظائف والأنشطة وكذلك على مجموعة من النظم الفرعية المتكاملة يعمل كل فرع على تحقيق هدف معين أو يؤدي وظيفة محددة لتحقيق أهداف مختلفة ومرتبطة معاً في شكل هرمي.
تختلف المنظمات والمشروعات في طبيعتها وأسلوب مباشرتها للنشاط، إلا أنها تتشابه جميعاً فيما يتعلق بالأتي: "كل منها له هدف أو مجموعة أهداف، كل منها له مجموعة من الخطط أو السياسات، كل منها له مدير أو مجموعة مدراء يخططون. ينظمون. يديرون ويراقبون نشاطه ويتخذون العديد من القرارات، كل منها له بناءه التنظيمي، كل منها يحتاج إلى حجم معين من البيانات والمعلومات".
ويؤثر طبيعة النشاط في تحديد ما سبق الإشارة إليه خاصة نظام المحاسبة المالية ومحاسبة التكاليف (نظام المعلومات) كنظم فرعية تساهم في تحقيق الأهداف تمكن الإدارة من أداء وظائفها.. نناقش في هذا اللقاء خصائص النشاط النفطي وما يميزه عن غيره من صفات يمكن أن يكون لها أثرها على نظام التكاليف في المنشآت النفطية.
