يتناول هذا الكتاب بعض القضاي الرئيسة فى مسألة الثقافة، وتاريخها وعلاقتها بالنظام العام، والتربية، والتعليم، والاقتصاد، كما يتناول علاقة الفنان ( وهو منتج الثقافة) بالمجتمع، ونظام الرعاية والتفرغ وبغيره من الفنانين.
وقد أعيد طبع الكثير من هذه المقالات من كتاب صدر للكاتب زمن الحرب بعنوان" سياسة اللاسياسيين". وبهذا العنوان الذى ينطوى على مفارقة، قصد به الإشارة غلى أن الفنان يدين بالولاء لما يعلو على الانقسامات السياسية للمجتمع الذى يعيش فيه ولقد أشار "أفلاطون" إلى إشكالية يجب تجنبها بأى ثمن، إذ إن هناك فنانين مجيدين وفنانين مسيئين، والفنان المسئ أبعد خطراً من السياسى المسئ، وأى تحليل مثمر لشخصية هتلر، يجب أن يبدأ بالفنان السيئ قبل أن يبدأ بالسياسى الطموح، فالشعب الحر إذا، يجب أن يكون ناقداً على مستوى عظيم.
