ولد في لندن عام1886, ودرس في كلية (fettes)بأدنبرة,وفي كلية الثالوث(trinity)بدبلن, حيث نال شهادة التخرج في الفلسفة.وعمل بعد ذلك في وظائف خدمية كان منها منصب رئيس بلدية كولومبو عام 1929. حصل ستيس على شهادة (d.litt )من كلية الثالوث بدبلن عام 1932, وعمل محاضراً في جامعة برينستون, ثم أستاذاً للفلسفة منذ عام1935 حتى تقاعده.
