حاز علماء المسلمين العظام الشرف عندما قاموا بخدمة هذا الدين. وما هذه الآثار التي تركوها في علوم القرآن وتفسيره وفي الحديث ومصطلحه وعلومه، إلا شاهد على علوّ كعبهم في ميدان ذلك الشرف. ولئن كانت آثارهم في الإجماع وسائله لم تصلنا بسبب الهجمة الوحشية على الحضارة الإسلامية، وإنما وصلتنا وريقات من (اختلاف الفقهاء) للطبري، و(مراتب الإجماع) لابن حزم، فإن مسائل الإجماع بقيت درّاً متناثراً في المؤلفات الفقيهة العظيمة.
من هنا انبرى صاحب هذا الكتاب إلى الاهتمام بالمؤلفات التي تدور حول الإجماع الفقهي، وكانت نتيجة بحثه تلك هذا الكتاب "موسوعة الإجماع في الفقه الإسلامي". وكانت خطة بحثه كالتالي: 1-التقاط مسائل الإجماع المتناثرة في المراجع المعتمدة دون التزام مفهوم معين للإجماع، 2-المحافظة على عبارة الأصل ما أمكن وتجنب الرأي الشخصي، لأن أصول العمل الموسوعي تستدعي ذلك، 3-جمع المسائل ذات الموضوع الواحد تحت عنوان أصلي... مثل: صلاة، صوم، يمين... وترتيب هذه المواضيع وفق الترتيب الهجائي، 4-لكل مسألة في داخل الموضوع الواحد عنوان فرعي يدل على مضمونها، لتسهيل المراجعة هذا وقد جرى تنسيق المسائل تنسيقاً منطقياً، مع جعل لكل مسألة رقماً متسلسلاً ضمن الموضوع الواحد. 5-وتجنباً للتكرار والإطالة تمّ وضع إحالات في بعض المسائل على مسائل أخرى ذات صلة بالموضوع نفسه. 6-في حال وجود مسألة مجمع عليها في أكثر من مصدر من المصادر المعتمدة، يتم اختيار واحداً منها. وإثبات ما فيه، وعزوه إلى المصادر الأخرى. 7-في حال نقل إجماع مغاير لإجماع آخر، يتم جعل أحدهما في الأصل وإثبات الآخر في الحاشية. 8-في حال انتقد أحد العلماء إجماعاً يتم إثبات نقه في الحاشية. وتطبيقاً لذلك جُعِل نقد ابن تيمية لكتاب مراتب الإجماع في الحاشية.
