"المبادئ والرجال" كتاب هام ويعود ذلك لأمرين أولهما: مؤلفه محسن أبو طبيخ الذي كان من أبرز الزعماء السياسيين في الفرات الأوسط، وأصلبهم رأياً وأبعدهم نظراً وأقواهم شخصية في الحقلين السياسي والاجتماعي، وكان أيضاً من أجرأ المعارضين في مصارحة أقطاب السلطة طيلة الحكم الملكي في العراق، حول أسلوبهم في إدارة البلاد واتخاذ القرارات المخالفة إلى ما يراه في مصلحة الأمة وصالح الوطن. أما الأمر الثاني الذي إليه تعود أهمية هذا الكتاب، فذاك لمحتواه الذي يمثل دراسة وثائقية تتناول بوادر الانهيار السياسي في العراق حيث كشف المؤلف من خلالها وبكل صراحة، وبدون محاباة عن حقيقة الرجال الذين تحدث عنهم ممن تسلموا زمام الحكم أو اشتركوا فيه.
وقد تم طبع الكتاب عام 1938، وأثر انتشاره ترك دوياً في الأوساط العراقية وبعض الدول المجاورة التي اعترضت على بعض ما ورد فيه مما يتعلق بهم واحتجت عليه. ولما كان جميل أصغر أبناء المؤلف محسن أبو طبيخ التسعة قد ظفر أثناء وجوده في لندن بوثائق رسمية تؤيد ما أورده والده في كتابه هذا "المبادئ والرجال" وعثر على كثير من المصادر الآخر ما يؤيد المرويات في الكتاب المذكور، لذلك قام بالتصدي لإعادة النظر في هذا المؤلف المهم، وتوثيق ما أورده والده فيه بما توفر لديه من الوثائق الهامة المؤيدة لأقوال المؤلف الذي أبان بوضوح وبمنتهى الصراحة عن حالة وسلوك بعض ساسة البلد يومها ممن سبر غورهم في تلك الفترة من تاريخ العراق الحديث، مما جعل الكتاب من الأهمية بمكان للمعنيين به على وجه التخصيص.
وقد تمّ للمؤلف محسن أبو طبيخ وضع كتاب هذا بعد خروجه من سجن السليمانية الذي كان سجنه فيه نتيجة لإخلاصه لمبادئه ولوطنه العراق. وضع كتابه يدفعه إحساسه الصادق بضرورة كشف دقائق الأمور التي قادت العراق إلى حافة التجزئة وإلى تسمية الأشخاص المسؤولين عنها لا حنقاً وحقداً على ما تسببوا له من متاعب، إنما بسبب ما عانى منه العراق وأبناؤه جرّاء تصرفاتهم المتباينة والتي لم تكن في صالح أحد.
