يقع هذا الكتاب الذي بين يدينا والذي يناقش مسألة نشأة الفكر السياسي وتطوره في الإسلام في ثمانية فصول، تناول أولها ماهية الدول في القرآن ذلك الكتاب الإلهي الذي لم يكتب كلمة من كلماته بشر، ولم يخط حرف من حروفه إنسان. فمع القرآن وخلاله وفيه نشأت لأول مرة دولة إسلامية ذات خطوط سياسية واجتماعية تسير وفق فكر سياسي إسلامي، وتخضع لنظام سياسي محدد.
وبعد موت الرسول صلى الله عليه وسلم، قامت حركات سياسية عديدة خلال فترات حكم الخلفاء الراشدين وامتزجت بتيارات ومواقف دينية، وكان لها أكبر الأثر على الفكر السياسي نشأة وتطوراً في الإسلام وعند مفكريه، وهذا هو موضوع الفصل الثاني. أما الفصل الثالث فقد خصص للحديث عن نظام الحكم في العصر الأموي من خلال الأنظمة السياسية والإدارية والمالية والحربية والقضائية. وتناول الفصل الرابع الحالة السياسية ونظام الحكم في العصر العباسي وذلك من خلال عرض الحركات السياسية التي قامت عقب قيام الدولة العباسية والأنظمة السياسية والإدارية والحربية والمالية والقضائية التي نشأت وتطورت طوال قيام هذه الدولة. أما الفصول الأربعة التالية فكانت ثمرة تاريخية وسياسية واجتماعية للفصول السابقة والتي تعين في فهم وتفسير أفكار وآراء ونظريات رواد الفكر السياسي في الإسلام. وهؤلاء هم الرواد كثيرون اشتركوا في الدين واللغة تفاوتوا زماناً وظروفاً أثرت وشكلت مفاهيمهم السياسية.
والجديد في هذا الكتاب يعالجه الفصل الخامس فيتحدث عن "ابن أبي الربيع"، أما الفصل السادس فخصص للحديث عن الفارابي الذي يعتبر الأب الحقيقي لكل فلاسفة الإسلام على حد قول "أوليري". وقد انحصرت معظم أفكار الفارابي وآرائه السياسية في مؤلفين هامين هما آراء "أهل المدينة الفاضلة" "والسياسات المدنية". وفي الفصل السابع تم الحديث عن الماوردي وتأصيله للحكم العربي. وختم الكتاب بفصل أخير وهو الثامن وخصص للحديث عن "أبى حامد الغزالي" ومكانة السياسة عنده كعلم إسلامي، ويحتوي هذا الفصل على معرفة كيفية نشأة الدولة عنده، ونظرية "الإمامة" والصفات التي يجب أن تتوفر شروطها في الإمام.
