وتستهدف الحوكمة عند تطبيقها كمدخل إداري جديد في مؤسسات التعليم العالي والجامعي الوصول إلى الإدارة الإبداعية لمنظومة التعليم العالي والجامعي في مصر من خلال القيام بالإجراءات التي تهدف إلى التغيير نحو الأفضل في مختلف مجالات المنظمة التعليمية: الأهداف، والسياسات، والقيادة الإدارية، والهيكل التنظيمي، والتشريعات، وإدارة الموارد البشرية والمادية والمالية، والبيئة التنظيمية، وإدارة نظم المعلومات، والرقابة، والشراكة مع قطاعات الإنتاج والخدمات. ويسعى الكتاب الحالي لإلقاء الضوء على الحوكمة من حيث المفهوم والنشأة ومراحل التطور والمبادئ الحاكمة، وأهم التطبيقات المرتبطة بها، في الميدان التربوي بصفة عامة، وفي مجال التعليم المفتوح تحديداً.
