يتناول هذا الكتاب موضوع مقاصد الشريعة الإسلامية وتفعيلها.
يبدأ بقضايا محورية حول دور العقل والفطرة والتجربة في تحديد المقاصد وإثباتها، وعلى ترتيب المقاصد وترتيب الوسائل في كل مقصد وتطبيق ذلك. ثم نسبيّة تحديد الوسائل وتسكينها في المراتب بحسب الزمان والمكان والأشخاص والأحوال. ثم يتحدث عن تصور جديد للمقاصد ويتناول مسألة حصر المقاصد الضرورية في خمسة. ويتحدث عن أنواع المقاصد ومراتبها. ويتناول مقاصد الخلق، والمقاصد العالية للشريعة، والمفاهيم التأسيسية، والمقاصد الكلية للشريعة، ثم المقاصد الخاصة، والمقاصد الجزئية، ثم مقاصد المكلفين.
بعد ذلك يتناول الكليات الخمس في المجالات الأربعة فيما يخصّ الفرد والأسرة والأمة، وفيما يخص الإنسانية. ثم ينطلق إلى تفعيل المقاصد، ويتحدث عن الصورة الحالية لاستخدامات المقاصد.
ويتناول بيان كمال الشريعة الإسلامية، والاطمئنان على الإيمان، ثم أن يعرف المؤمن مشروعية ما يعمل، ثم ردع المشككين، ثم بيان أن الأحاديث الصحيحة توافق المصالح الشرعية، ثم الترجيح، ومنع التحيل، ثم فتح الذرائع وسدها، ثم النصوص والأحكام بمقاصدها، والجمع بين الكليات العامة والأدلة الخاصة، ثم الاعتبارات والحالات، ثم التوسع والتجديد في الوسائل، والتعريب بين المذاهب وإزالة الخلاف، ثم يتحدث عن الاجتهاد المقاصدي، ويتناول التنظير الفقهي، ويعرّف النظرية ومظان البحث من روافدها في التراث. ويتكلم عن منهج التنظير عند الإمام الصدر، ثم منهج أسلمة العلوم عند الدكتور إسماعيل الفاروقي، ثم المنهج الذي يجمع بين محصلة هذين المذهبين.
ثم يتحدث عن علاقة النظريات بالعلوم الشرعية، ثم العقلية المقاصدية للفرد والجماعة، ثم العقلية المقاصدية (المجال الفكري)، ثم العقلية المقاصدية لدى الجماعة (مجال السياحة الشرعية).
وختم بمستقبل علم المقاصد.
