الدكتور حازم عبد العزيز الببلاوي (ولد في 17 أكتوبر 1936) اقتصادي ومفكر وكاتب مصري، يشغل حالياً منصب المدير التنفيذي لصندوق النقد الدولي، وشغل سابقاً منصب رئيس الوزراء في مصر، تحت رئاسة عدلي منصور في 9 يوليو 2013. وهو مستشار صندوق النقد العربي بأبي ظبي واختير في 16 يوليو 2011 نائباً لرئيس مجلس الوزراء ووزيراً للمالية في وزارة عصام شرف. وقد تقدم باستقالته من منصبه 11 أكتوبر 2011 بسبب أحداث ماسبيرو، وقد قًوبِلت بالرفض التام من المشير محمد حسين طنطاوي، وعاد إلى مكتبه في ذات اليوم. تولى رئاسة الوزراء بعد عزل محمد مرسي عن رئاسة مصر، إلى أن قدم استقالة حكومته تحت ضغط إضرابات عمالية في 24 فبراير، 2014.

ليس الغرض من هذه الصفحات تسجيل تجربتي في المشاركة في حكومة الدكتور عصام شرف، كما أنها ليست «كشف حساب» عما قدمته أو عجزت عن تقديمه. ولكنني شعرت، وأنا أترك الحكومة، أن البلاد تمر بمرحلة دقيقة وبالغة القلق وعدم الاستقرار، وأن أحد أخطر ضحايا هذا الوضع هو الواقع الاقتصادي القائم. ولذلك رأيت أن هناك حاجة إلى توضيح عدد من المشكلات الاقتصادية التي تواجهنا الآن.
كما رأيت أن أسلوب عرض بعض هذه المشكلات من خلال تجربتي «القصيرة» في الوزارة، قد يكون أكثر تأثيرًا وفاعلية. ولذلك لم يكن غريبًا أن يكون تركيزي في هذه الصفحات على الجوانب الاقتصادية أكثر من غيرها. وقد حرصت على شرح المفاهيم الاقتصادية بأسلوب مبسط وسهل بعيدًا عن المصطلحات الفنية المعقدة؛ أملًا في زيادة الوعي بمشكلاتنا الاقتصادية الحالية. فهذا هو الغرض الأساسي من نشر هذه الأوراق.
وإذ أضع هذه الانطباعات تحت نظر القارئ، فأملي أن تساعد، ولو قليلًا، على إيضاح صعوبة مشكلاتنا الاقتصادية العاجلة، وحاجتها إلى المواجهة السريعة والواقعية، وأن الآمال أمام هذه الأمة لتحقيق مستقبل زاهر هي آمال كبيرة وواعدة، وعلينا ألا نهدر هذه الآفاق المشرقة بعجزنا عن تجاوز مشكلاتنا الوقتية والعاجلة.
