اختارته مجلة «لير» الفرنسية بين خمسين روائياً من العالم اعتبرتهم يمثلون اليوم «أدب القرن الحادي والعشرين»، وسمتهم «خمسون كاتباً للغد».
فاز بجائزة الشيخ زايد للكتاب فرع الآداب في دورتها الثانية 2007-2008 .
ولد بغدامس - ليبيا عام 1948.أنهى دراسته الابتدائية بغدامس، والإعدادية بسبها، والثانوية بموسكو، حصل على الليسانس ثم الماجستير قي العلوم الأدبيّة والنقدية من معهد غوركى للأدب بموسكو.1977 يجيد تسع لغات وكتب ستين كتاب حتى الآن، يقوم عمله الادبي الروائي على عدد من العناصر المحدودة، على عالم الصحراء بما فيه من ندرة وامتداد وقسوة وانفتاح على جوهر الكون والوجود.
وتدور معظم رواياته على جوهر العلاقة التي تربط الإنسان بالطبيعة الصحراوية وموجوداتها وعالمها المحكوم بالحتمية والقدر الذي لا يُردّ.
نشر إنتاجه الأدبي بجريدة فزان– البلاد – الفجرالجديد – الحرية – الميدان – الحقيقة – الأسبوع لثقافي – طرابلس الغرب – مجلة المرأة – ليبيا الحديثة – الكفاح العربي – الصداقة البولونية.
وينتمى إبراهيم الكونى إلى قبيلة الطوارق (الامازيغ) وهى قبيلة تسكن الشمال الافريقى من ليبيا إلى موريتانيا كما تتواجد في النيجر، وهذة القبيلة مشهورة بأن رجالها يتلثمون ونسائها يكشفون وجوههم ويمكن القول أن رواياته تنتمى ادبياً إلى مجال الرومانسية الجديدة والتي تتسم بتخييل الواقع أو تغريبة إن جاز استخدام مصطلح الشكليين الروس.
