تجسد الاستبداد في عدد من النظم والكيانات والاشكال، تبدو قبل التدقيق وكأنها متطابقة، كما أن الأجهزة الأمنية لعبت أدواراً متفاوتة التأثير والفعالية، ولكن في الأمنوقراطية ليس دور جهاز الأمن مكملاً ومساعداً لكل أجهزة الدولة الأخرى بمختلف أشكالها: النازية والفاشية والشمولية والحكم الفردي والعسكر يتاريا والشعبوية والحزب الواحد، وحتى الديمقراطيات، فوجود الجهاز الأمني وضع طبيعي في أي دولة، ولكنه محكوم بالدستور ومراقب برلمانياً وشعبياً واعلامياً، ولكن في حالة الأمنوقراطية يختلف الوضع تماماً، إذ يمكن القول، ان جهاز الأمن هو مصدر السلطات وليس الشعب ولا رئيس الجمهورية، ففي السودان ينص كل دستور حتى الانتقالي لعام 2005 على الحريات، ولكن جهاز الأمن الوطني يملك حق مصادرة أي صحيفة قبل الطبع أو أيقافها لأيام دون الرجوع إلى مجلس الصحافة، أو أي جهة منوط بها تنظيم العمل الصحفي، ومازال الجهاز يقوم بالاعتقالات دون الرجوع للسلطة القضائية أو النيابة، وكان اعتقال الشيخ حسن الترابي - وهو للمفارقة عراب هذه القوانين ومهندسها في البدايات - هو آخر هذه الممارسات، وقد أطلق سراحه يوم 2/5/2011 بعد اعتقال دام 100 يوماً، وصرح بأنه لا يعلم حتى الآن لماذا اعتقل؟ ثم لماذا اطلق سراحه؟ إذ لم توجه له أي تهمة ولم يحقق معه أحد.
