هذا الكتاب يتناول موضوعاً يعتبر إلى حد كبير جديداَ فى ميدان التخطيط التعليمى, حيث يتناول دور المخطط التعليمى فى تضييق الفجوة بين صنع السياسة التعليمية و البحث التربوى. ومن المعروف أن طبيعة السياسة التعليمية والدور الذى يقوم به صانعوها يختلف إختلافاً كبيراً عن طبيعة البحث التربوى والدور الذى يقوم به الباحثون فى هذا الميدان الحيوى الهام.
وتمثل العلاقة بين البحث التربوى ونتائجه, والسياسة التعليمية وعملية صنعها فجوة تناولها العديد من الباحثين, ولكنهم لم يتناولو دور العنصر البشرى فى كيفية معالجة تلك الفجوة خاصة فيما يتعلق بالمخطط التعليمى.
وإنطلاقاً من طبيعة الدور الذى يقوم به المخطط التعليمى, وطبيعة تأهيله وإعداده وتدريبه, وإنتمائه لمهنة التخطيط التى فرضت عليه المنهجية العلمية المنظمة فى معالجة الأمور, يمكن أن يكون عاملاً مهماً فى تضيق تلك الفجوة؛ فهو قريب من صانعي السياسة بحكم طبيعة عمله فى التنظيم الإدارى, وقريب أيضاً من الباحثين بحكم إعداده وتدريبه.
وعليه يمكن أن يكون المخطط التعليمى عاملاً مهماً فى قيامه بدور الوسيط الذى تبحث عنه الأدبيات التى تناولت تلك الفجوة, والذى يركز عليه هذا الكتاب, بما يمثل إضافة إلى المكتبة العربية فى ميدان التخطيط التعليمى.
