يبحث هذا الكتاب في الإدارة السياسية في عهد أمير المؤمنين "عمر بن أبي خطاب" رضي الله عنه وذلك بهدف إبراز تراث أمتنا الفتري الذي تعرض للغزو من بيئات مختلفة، تغلب عليها المادية والعلمانية، فلم تقم وزناً لتراثنا الفكري الذي نعتز به.
ويمثل عصر صدر الإسلام هذا التراث تمثيلاً حقيقياً ومشرقاً، وخاصة ذلك العقد الذي ولي فيه عمر بن الخطاب الخلافة بعد أبي الصديق رضي الله عنهما.
هذا وأن منهج البحث تاريخي تحليلي ومقارنة ويتلخص في جمع الحقائق التاريخية التي تتعلق بالبحث من مظانها العربية والأجنبية، ثم يتم تحليلها من منظور إداري معاصر، ثم تتم مقارنتها بالفكر الإدارية الذي ظهر منذ مطلع القرن الجاري للميلاد.
وينقسم البحث إلى خمسة فصول: يخصص الفصل الأول للكشف عن أهم الأفكار الإدارية في العصور القديمة في الجزيرة العربية والبلاد المجاورة لها، ما يظن أن بينها وبين العرب تأثيرات متبادلة، كبلاد فارس الروم، ويخصص الفصل الثاني للفكر الإدارية للإسلام بقصد رسم إطار عام له، إعتماداً على مصدري الإسلام الأساسيين: القرآن الكريم، والسنّة النبوية الشريفة، وفي الفصل الثالث بحث المؤلف في إدارة عمر بن الخطاب رضي الله عنه، لمحاولة التعرف على مبادئها وتطبيقاتها، أما الفصل الرابع فهو مخصص للمقارنة بين الفكر الإداري الذي قامت عليه إدارة عمر رضي الله عنه، والفكر الإداري الحاضر، وفي الفصل الخامس يحاول الباحث الخروج بإستنتاجاته من البحث وتقديم أمثلة تطبيقية منه يمكن أن تفيد المجتمع الإسلامي الحاضرة.
