تشعّبت وتطورت الأبحاث المتعلقة بـِ «الدولة»: النشوء، البناء، الانهيار، إعادة البناء، الشرعية، السلطة، القوة، الدور السياسي، الدور الاقتصادي - الاجتماعي، الدور الثقافي...إلخ، وتعددت المناهج والنظريّات، لكنها على تنوعها تلتقي كلها عند ضرورة وجود الدولة، بما هي مؤسسة ناظمة وقائدة، مهما تكن طبيعتها الاجتماعية والسياسية. ومن هنا يلاحظ معظم الباحثين أن ما مِنْ دولة انهارت، لسببٍ أو لأكثر من الأسباب، إلّا وتولّدت في الواقع، ومن رحِم الانهيار نفسِه، ديناميّة البحث عن وسائل إعادة بناء الدولة، بمعزلٍ عمّا قد تكون عليه النتائج من نجاحٍ أو فشلٍ في نهاية المطاف. هذا ما عرفناهُ تاريخياً في تجارب الشعوب، قديماً وحديثاً، وقد بيّنت كلها ما للقيادة السياسية (أفراداً أو مؤسسات) من دور مؤثرٍ في بناء الدولة أو في إعادة البناء. ولعلَّ من بين الأمثلة البارزة في حياتنا المعاصرة، حالة روسيا في مرحلة انهيار الدولة خلال عهد بوريس يلتسين، ثم في مرحلة إعادة البناء خلال عهد فلاديمير بوتين، وهما المحور الرئيس في هذا الكتاب الذي يرصد هاتين الظاهرتين، فيحلّلُ الأسباب والدوافع، ويحاول صوغ قواعد عامة تتعلق بمعنى الدولة ووظائفها، ليسلّط من خلالها الأضواء على دور القيادة السياسية، وتأثير الرؤى والأهداف التي تحملها القيادة في عملية بناء الدولة.
