يُعنى هذا الكتاب برصد وتحليل طرائق انتقال السلطة، وأساليب تغيّر الحكّام في البلدان العربية، منذ منتصف القرن الماضي (1950) وحتى بداية الربيع العربي (نهاية العام 2010). وتفترض الدراسة أن أيّ نظام سياسي – حتى يكون جديراً بالبقاء – يتحتم عليه أن يكون قد استطاع تطوير أو تكريس "آلية" مستقرة لنقل السلطة فيه، ويجري العمل بها على مدى فترة زمنية معقولة، وهذا أمر يتيح إمكان التنبّؤ بما يمكن أن يحدث في حال خلو هذا المنصب، ولا سيما الخلو المفاجئ؛ ومن ثم يجب أن تكون هذه الآلية مصاغة في مجموعة من القواعد والإجراءات المنضبطة التي تنطوي على ضرورة الالتزام والإلزام بها. وبذلك يحاول المؤلِّف أن يجيب عن عدد من الأسئلة، من أهمها: ما هي النماذج المتّبعة في نقل السلطة العليا في البلدان العربية، وما هي خصائص هذه النماذج؟ وما هي أهم العوامل التي شكّلتها؟ وإلى أيّ حدّ نجحت البلدان العربية في خلق تقاليد راسخة في هذا الشأن بما يسمح بصحة الحديث عن "أنماط" محددة لانتقال السلطة؟ وهل استطاع التحول الديمقراطي في بعض النظم التي تدّعي ذلك تأمين قضية الخلافة السياسية فيها..؟
وقد استخدم المؤلِّف النظرة المقارنة في توضيح ما هو مشترك، وكذلك: أوجه التشابه والاختلاف، بين النظم الوراثية أو بين الجمهوريات، وفي بيان حقيقة كفاءة الأنماط المختلفة؛ ثم في استخلاص القواعد أو الأحكام. هذا فضلاً عن استخدام الرؤية التحليلية في تفسير النتائج، وفي القياس على معايير محددة من حيث تصنيف حالات انتقال السلطة، وفقاً لمجموعة من المعايير التي اعُتمدت في الدراسة.
