وموضوع الكتاب يتمثل فى الدارسة المفصلة لأهم الدعاوى الإدارية وأكثر تأثراً على الحياة الإدارية من ناحية وعلى حقوق وواجبات الأفراد من ناحية أخرى.
حيث نعرض هذه الدراسة وفقاً للمنهج التالي:
أولاً- الفصل التمهيدى: وفيه ندرس ولاية القضاء الإدارى وعلاقة دعوى الإلغاء بها.
ثانياً- الباب الأول ونفصل فيه شروط وإجراءات تحريك دعوى الإلغاء بتحديد مناط الإختصاص بنظرها، ثم عرض لشروط قبول هذه الدعوى، وأخيراً شرح ميعاد وإجراءات رفع الدعوى وتقديمها وتحضيرها.
ثالثاً- الباب الثانى: ونتناول فيه بالدراسة أسباب طلب الإلغاء أو بمعنى آخر أوجه إلغاء القرارات الإدارية المقررة قانوناُ والتى تؤدى إلى عدم مشروعية هذه القرارات.
رابعاً- الباب الثالث: ونخصصه لدراسة الحكم فى دعوى الإلغاء.
