ولد بمدينة دورا التي تقع جنوب غربي الخليل في 6 سبتمبر/أيلول 1947.
وزير سابق في السلطة الفلسطينية ومستشار الرئيس الفلسطيني محمود عباس لشؤون الثقافة والإعلام، وعضو اتحاد الكتاب والصحفيين الفلسطينيين.يعتبر نبيل عمرو من أشهر الإعلاميين الفلسطينيين، إذ اشتغل في الصجافة المسموعة والمكتوبة : فقد كان فيما بين 1973 و1988 مسؤولا عاما لإذاعات صوت فلسطين التابعة لمنظمة التحرير الفلسطينية.
كما أسس عام 1995 وأدار جريدة الحياة الجديدة اليومية التي تعتبر لسان حال السلطة الفلسطينية.
ثم تولى حقيبة وزارة الإعلام في السلطة الفلسطينية وقد لقب آنذاك بـ"لسان السلطة المسلول".
