إذا كان الفساد أمراً مستهجناً ومرفوضاً في أنظمة الحكم الصالح، فإنه يعد في أنظمة الحكم الفاسد، السبيل الذي يسلكه الحكام للبقاء في السلطة؛ فالمستبد يحتفظ بالسلطة وفق منهج "أفسِد تسُد".
وعليه، فإن تغلغل الفساد في الدولة السلطوية أمر طبيعي، ولا يحتاج تفسيره إلى سرد أسبابه المختلفة بقدر ما يتطلّب تفكيك مقومات السلطوية.
تأتي هذه الدراسة لفهم طبيعة ظاهرة الفساد في الجزائر، من خلال بحث العلاقة بين تغوّل الفساد وتغلغل الإستبداد منذ الإستقلال، من منطلق أن مقوّمات السلطوية هي متلازماتٌ لنمط الفساد النسقي، وهذا الأخير يشكّل بدوره سنداً وأساساً وعاملاً رئيساً لإستدامة السلطوية.
لذلك، يعرض الكتاب ويقارن متلازمات الفساد النسقي في الأنظمة الديمقراطية وغير الديمقراطية، ويحاول إستنباط تلك المتلازمات في الجزائر، فيناقش في البداية ثقل التاريخ ومفعول الخبرة الكولونيالية ودورها في فرض وتثبيت السلطوية.
ويركز الكتاب على بحث تبعات ثلاثة مفاعيل وكيف ساهمت في توطيد السلطوية وتسمح بتكيفها مع المستجدات الحاصلة دولياً وإقليمياً ومحلياً، وهي النيوبتريمونيالية والريعية والقبليّة.
ولفهم الإرتباط الموجود بين تفشي الفساد ودوام السلطوية، يطرح الكتاب فكرة وجود "دورات فساد"، وكل دورة تأخذ صفة آليات الحكم المنتهجة في كل مرحلة من مراحل الدولة السلطوية منذ الإستقلال إلى غاية اليوم.
