ولد بالقدس – فلسطين، في العام 1946.
درس الحقوق والعلوم السياسية في جامعة بيروت الأميركية (1982)، وجامعة بيرزيت (2002)، وجامعة القاهرة (2008).
معتقل في سجون الاحتلال الإسرائيلي (1968-1980).
خرج من لبنان إلى تونس بعد حصار بيروت (1982).
عاد من الأردن إلى الوطن في العام 1998.
شغل مناصب رئيسية، عدة في السلطة الوطنية الفلسطينية.
تقاعد برتبة لواء (2006).
محاضر في جامعة بيرزيت منذ العام 2007.
من أعماله "المنشورة": الدستور الذي نريد لفلسطين (2004)، تغريبة بني "فتح" – أربعون عاماً في متاهة فتحاوية (2005)، الديمقراطية والانتخابات والحالة الفلسطينية (2006).

يُعْنَى مؤلِّف هذا الكتاب بتحديد وتوثيق مفهوم الجرائم ضد الإنسانية، في القانون الدولي، أي ما يندرج في هذا العنوان الكلّي من أشكال الجرائم، التي تعتبر الأقدم، والأهم، في المعالجة الدولية، وهي: جرائم: الإبادة، والتعذيب، والعبودية، والفصل العنصري، والاختفاء القَسْريّ، والعنف الجنسي، والإبعاد القسري...، إضافة إلى جرائم: القتل العَمْد، والاضطهاد، والسجن التعسفي.ويُعنى المؤلّف، أيضاً، بتحديد طرق الملاحقة الدولية لهذه الجرائم، وما يرتبط بذلك من أشكال الحماية المطلوبة. كل ذلك في مسعى، منه، إلى بيان الجريمة والعقاب في خضم عنف الحروب، وما بعدها. ويحلّل أسباب ونتائج تعطّل مفعول القانون الدولي، وخصوصاً أثناء الحرب الباردة، حيث برزت المعايير المزدوجة للدول الفاعلة في التعامل مع كلّ قضايا العلاقات الدولية والمجتمع الدولي؛ فتطبيق القانون الدولي، في ظل هذا الاختلال، يجري على بعض الدول، وبشكل حادّ، ويستثني البعض الآخر من التطبيق، وأصدق مثال على ذلك، عندما يتم التعامل مع أية قضية لها علاقة بإسرائيل أو الولايات المتحدة الأمريكية.
