في عام 1978، قرر مجلس الشعب تشكيل سبع لجان لإنجاز مشروع (قانوني/سياسي/ثقافي) بتقنين الشريعة الإسلامية، وهو الأمل الذي تطلعت إليه جموع الشعب المصري، كما أكدت نصوص محاضر جلسات مجلس الشعب.
وتقنين الشريعة يعني تنقية القوانين مما يخالف الأحكام القطعية للشريعة ومقاصدها الرئيسية، وإضافة ما يلزم من قوانين جديدة في ضوء ذلك، فهي عملية مستمرة ومتراكمة، تحتاج إعمال عقول وجهود رجال القا في عام 1978، قرر مجلس الشعب تشكيل سبع لجان لإنجاز مشروع (قانوني/سياسي/ثقافي) بتقنين الشريعة الإسلامية، وهو الأمل الذي تطلعت إليه جموع الشعب المصري، كما أكدت نصوص محاضر جلسات مجلس الشعب.
وتقنين الشريعة يعني تنقية القوانين مما يخالف الأحكام القطعية للشريعة ومقاصدها الرئيسية، وإضافة ما يلزم من قوانين جديدة في ضوء ذلك، فهي عملية مستمرة ومتراكمة، تحتاج إعمال عقول وجهود رجال القانون في وزارة العدل والقضاء، والجامعات، وعلماء الأزهر ودار الإفتاء ووزارة الأوقاف، وعلماء الشريعة بصفة عامة، مع المتخصصين في كافة نواحي النشاط الإنساني التي تحتاج لتنظيم، ومن ثم قوانين.
قاربت لجان مجلس الشعب إنجاز عملها بعد حوالي أربع سنين، فأعلن وزير الأوقاف إبراهيم الدسوقي في عام 1982 أن اللجان أنجزت 95% من المطلوب منها، وأوشكت على إنجاز الباقي، ولكن بدلا من ذلك تجمد المشروع، ثم طوته أدراج نظام الرئيس المخلوع حسني مبارك.
ونقدم هنا نسخة "طبق الأصل" من الكتاب الذي أصدره مجلس الشعب في عام 1983، وبإذن الله، سنصدر تباعا ما أنجزته تلك العقول، وأخفته أدراج مبارك لمدة ثلاثة عقود.
وقد قام المستشار طارق البشري، والدكتور إبراهيم البيومي غانم بكتابة تقديم لهذا العمل الذي تضافرت فيه جهود مخلصة، تبتغي صالح الأمة العربية والإسلامية.
