لا تمثل بوكو حرام بنيجيريا تهديدًا عارضًا يمكن تجاوزه بمجرد اتباع استراتيجيات مكافحة الإرهاب التي تقوم بها المؤسسات الأمنية للدولة النيجيرية. ومن بين الأسباب - وراء هذه الرؤية الصادمة - واقع السخط المتنامي ومناخ السخط السياسي بين الأهالي في الإقليم الشمالي المتضرر أكثر من غيره في نيجيريا من سياسات الحكومة المركزية، وعلى وجه الخصوص وسط فئات الشباب. وقد حدث ذلك بالأساس بسبب لا تمثل بوكو حرام بنيجيريا تهديدًا عارضًا يمكن تجاوزه بمجرد اتباع استراتيجيات مكافحة الإرهاب التي تقوم بها المؤسسات الأمنية للدولة النيجيرية. ومن بين الأسباب - وراء هذه الرؤية الصادمة - واقع السخط المتنامي ومناخ السخط السياسي بين الأهالي في الإقليم الشمالي المتضرر أكثر من غيره في نيجيريا من سياسات الحكومة المركزية، وعلى وجه الخصوص وسط فئات الشباب. وقد حدث ذلك بالأساس بسبب فساد الاقتصاد السياسي للدولة، وتدمير الاقتصاد الوطني على المستويات الكلية والقطاعية، وهو الأمر الذي زاد على نحو ثابت من اتجاه السخط واليأس بين الأهالي منذ استقلال البلاد عام 1960.
وهكذا فإنه يمكن النظر لبوكو حرام بشكل كبير على أنها مثال لحالة انعدام الأمن الإنساني العام التي حلت بالبلاد جراء الفساد الذي لطخ التاريخ السياسي والاقتصادي لنيجيريا. ونتيجة لذلك فإن إجراءات السيطرة التي يتم تطبيقها - إن لم تحصن على المدى الطويل تنمية اقتصادية وسياسية - يمكن أن تمثل مجرد قدر بسيط في إصلاح متعجل وغير فعال، والتي يمكن أن تسفر فحسب عن ظهور حركات بوكو حرام أخرى، وربما تحت تسمية أخرى.
