لماذا نجح اليابانيون، ولم ننجح نحن العرب، في إنجاز مشروع للنهضة خلال القرن التاسع عشر والنصف الأول من القرن العشرين؟ سؤال مركزي طالما شغل المثقفين العرب، ويجتهد هذا الكتاب في تقديم إجابة، تختلف عما درج عليه مثقفونا حتى الآن. فقد تواتر القول لدى كثير منهم بأن نهضة اليابان تحققت فيما يشبه "المعجزة" خلال النصف الثاني من القرن التاسع عشر، وأن العرب -خاصة في مصر وتونس والمغرب- كانت لديهم ظروف مشابهة لليابان، ولم تتحقق لديهم ذات النتيجة.
يرى مؤلف هذا الكتاب عكس ذلك, فلم تتم النهضة اليابانية، كمجرد معجزة، ولم تحدث "طفرة" أواخر القرن التاسع عشر، ولم تكن ظروف العرب مشابهة لظروف اليابان. فقد توفرت لدى اليابان مقدمات تاريخية باهرة تشكلت على مهل طوال أربعة قرون سابقة على "عصر الميجي" (1868 )، ومعها : حركة فكرية وسياسية عميقة تدعو للإصلاح وتعمل من أجله، وخاصة إصلاح النظام السياسي. أما السياق التاريخي للنهضة اليابانية فيتسم أساساً بالإفلات من قبضة الاستعمار الغربي، لأسباب متعددة. وبذلك اختلفت ظروف اليابان عن ظروف البلدان العربية التي أخذت ترزح تباعاً تحت الهيمنة الاستعمارية منذ أواسط القرن التاسع عشر بالذات. وكانت قد دخلت قبلها "دورة ركود حضاري نسبي"، وخاصة منذ مطلع القرن السادس عشر، أي في ذات اللحظة التي شهت دخول اليابان "دورة ممتدة للتطوير الحضاري".
