يبحث رياض طبارة الدكتور في الاقتصاد المتخرج من جامعات الولايات المتحدة الأميركية، وقد أمضى فيها سنين عديدة دارساً وأستاذاً وسفيراً، يبحث في كتابه هذا عن الحريات وحقوق الإنسان «منذ ان تأسست» أول مستعمرة انكليزية على الأرض الأميركية» حتى بداية ولاية الرئيس باراك أوباما في العام 2013.
لا يكتب المؤلف عن اميركا بقلم «المستغرب» المتحامل على الغرب، ولا الجاهل بشؤونهم، في رحلة معاكسة لما كتب ويكتب معظم المستشرقين، بل يقدم دراسة واقعية وعلمية.
يروي الكاتب قصة اميركا مع الحريات في ستة فصول. الأول يحكي عن اشكالية كتابة التاريخ الأميركي وكيف كان المؤرخون الأميركيون يمجدون تاريخهم ورجالاتهم، ثم يأتي الى المؤرخين الذين أعادوا كتابة التاريخ بشكل أكثر واقعية.
الفصل الثاني يتناول قصة الهنود الحمر وابادتهم بعد وصول المستعمرين الانكليز، كما يحكي قصة العبيد والظلم الذي طاولهم.
الفصل الثالث يروي كيف بدأت تتصالح اميركا مع نفسها خلال القرن العشرين وكيف نجحت في ذك الى حد كبير ـ رغم فورات الذعر التي تخللت هذه الفترة .
اما الفصل الرابع فيتناول مرحلة العقود الأربعة الأخيرة من القرن العشرين، العصر الذهبي للحريات. مرحلة الاعتذارات عن الاساءات السابقة للهنود والسود وغيرهم وسن القوانين التي تحمي حرية الاشخاص بغض النظر عن انتماءاتهم الإثنية والعرقية.
أما الفصلين الخامس والسادس فيتناولا مرحلة ما بعد الحادي عشر من ايلول 2001، والعودة إلى كبت الحريات بشكل يطاول جميع المقيمين على أراضيها، وصولاً إلى استدارة أوباما على نفسه ونكثه وعوده وإكمال طريق بوش التي طالما انتقدها.
وفي الكتاب أمثلة تاريخية موثقة ومؤرخة بالأسماء والأرقام. كما نجد في الملحق نص وثيقة اعلان استقلال الولايات المتحدة في 4 تموز 1776. يليه دستور الولايات المتحدة ووثيقة الحقوق وصولاً إلى التعديلات التي طاولت مواده.
