في هذا العمل يستخدم "محمود شلبي" تقنية السيرة الذاتية في الأدب وهو يتحدث عن حياة رجل حكم مشارف الارض ومغاربها.. فملأها عدلاً بعد أن ملئت ظلماً وجوراً. إنه "عمر بن عبد العزيز الأموي القرشي" (61هـ/ 101هـ) ثامن الخلفاء الأمويين وخامس الخلفاء الراشدين،جده لأمه الخليفة عمر بن الخطاب، تلقى علومه على يد صالح بن كيسان في المدينة المنورة واستفاد كثيراُ من علماءها ثم استدعاه عمه الخليفة عبد الملك بن مروان إلى دمشق عاصمة الدولة الأموية وزوجَه ابنته فاطمة بنت عبد الملك بن مروان وعينه أميراً على إمارة صغيرة بالقرب من حلب تسمى "دير سمعان" وظل والياً عليها حتى سنة 86هـ.
وفي الكتاب يستعرض المؤلف مكانه عمر وسياسته وعدله وحتى يومياته مع الناس وكيف أنه رضي الله عنه علن الثورة، على بيوتات الخلافة.. فنزع منهم ما اعتبره من حق الناس وأقام العدل واجتهد في مدة ولايته –مع قصرها- حتر رد المظالم وصرف إلى كل ذي حق حقه، حتى أن مناديه كان ينادي: أين الفارمون؟ أين المساكين؟، أين اليتامى "حتى اغنى كلاً من هؤلاء".
