سجلت السياسة الخارجية لدولة قطر حراكاً نشطاً في الآونة الأخيرة، وفي أكثر من قضية بنفس الوقت، وتجاه عدة دول عربية وإقليمية ودولية، وتباينت الآراء حول هذه السياسة بين الإشادة والاتهام وبين المدح والتشكيك؛ فقد كان البعض لا يتفهم نشاط قطر السياسي الكبير مع بنيتها الجغرافية والديمغرافية الصغيرة، ووضعت لذلك تفسيرات متعددة كان منها الطموح وتحقيق الإرادة الوطنية ومنها ما كان يدخل في تنفيذ الأجندات الخارجية، وتحقيق المصالح القومية.
ولأن هذا الموضوع ما يزال من المواضيع المتحركة، والراهنة، والذي تتفاعل أحداثه في بوتقة التغيير والجذب بفعل الهبات الشعبية والثورات العربية التي انطلقت في شمال أفريقيا ليلحقها المشرق؛ سعى الباحث الفلسطيني محمود سمير الرنتيسي إلى وضع هذه الدراسة مستخدماً أدوات البحث العلمي للتعرف على طبيعة دور السياسة الخارجية القطرية تجاه بلدان الربيع العربي خلال الفترة بين عامي 2011 و2013، بقصد التعرف على أهداف السياسة الخارجية القطرية وأدواتها وسماتها تجاه البلدان التي حدثت فيها الثورات، من دون أن يغفل عن تناول انعكاسات هذه السياسة على القضية المحورية والمركزية في العالمين العربي والإسلامي "القضية الفلسطينية" التي تقع في مركز التأثير في كل المراحل التي يعيشها العالم العربي والإسلامي إلى اليوم، والتي عانى خلالها الشعب الفلسطيني ما عاناه وعلى جميع المستويات. من هنا فإن دراسة المؤلف للدور القطري في القضية الفلسطينية خلال فترة انطلاق الربيع العربي واستمرار التفاعل القطري مع ملفات القضية الفلسطينية المتعددة، مثل عملية التسوية والحصار والمصالحة وإعادة الإعمار وغيرها من ملفات مستجدة على الساحة العربية والدولية يجعل من هذا الكتاب ذو أهمية راهنة ومستقبلية في أن معاً.
يتألف الكتاب من أربعة فصول جاءت تحت العناوين الآتية: الفصل الأول: مقومات السياسة الخارجية القطرية، الفصل الثاني: السياسة الخارجية القطرية تجاه بلدان الربيع العربي في شمال أفريقيا، الفصل الثالث: السياسة الخارجية القطرية تجاه بلدان الربيع العربي في المشرق: اليمن، البحرين، سورية، الفصل الرابع: السياسة الخارجية القطرية تجاه القضية الفلسطينية.
