مسألة القومية موضوع شهير مثير للجدل, فموضوع دراسة الأمة أو القومية يلفت الانتباه خلال الفترة التي كانت فيها خريطة أوروبا قد رسمت للمرة الأولى بل للمرة الوحيدة كما تبين لاحقاً بناء على مبدأ القومية.
وإننا ننظر إلى الشعب بوصفه أحد العناصر الجديدة الوافدة في تاريخ الإنسانية, وأنه نتاج أوضاع خاصة لا يمكن تفاديها, محلية كانت أو إقليمية أو تاريخية, ونتوقع حدوثها بالشكل الذي كانت مسألة القومية موضوع شهير مثير للجدل, فموضوع دراسة الأمة أو القومية يلفت الانتباه خلال الفترة التي كانت فيها خريطة أوروبا قد رسمت للمرة الأولى بل للمرة الوحيدة كما تبين لاحقاً بناء على مبدأ القومية.
وإننا ننظر إلى الشعب بوصفه أحد العناصر الجديدة الوافدة في تاريخ الإنسانية, وأنه نتاج أوضاع خاصة لا يمكن تفاديها, محلية كانت أو إقليمية أو تاريخية, ونتوقع حدوثها بالشكل الذي كانت عليه في البداية, في قليل من المستوطنات, عوضاً عن أن تكون مجموعة من السكان موزعة في مناطق مختلفة من العالم.
وهناك مشكلة تتمثل في عدم وجود طريقة تساعد المراقب على تمييز الشعب عن الكيانات الأخرى كمجموعات الرهبان على سبيل المثال.
ولقد جرت محاولات لإرساء معايير موضوعية للشعوبية أو لتوضيح لماذا أصبحت بعض الجماعات شعوباً, في حين لم تفعل ذلك مجموعات أخرى, وذلك بناء على معيار واحد؛ كاللغة أو العرق, أو مجموعة من المعايير؛ كاللغة أو الأرض المشتركة أو التاريخ المشترك أو المعتقدات الثقافية أو أي شيء آخر.
