تمر سوريا في هذه الفترة العصيبة من تاريخها بمخاض عسير ومحنة عظيمة، حيث تسلط عليها البغاة والمجرمون وساموا أهلها سوء العذاب، واعتدوا على الأنفس والأموال والأعراض والثمرات، فنفر الناس يصدون البغي والعدوان ويدفعون الظلم عن ديارهم وأبنائهم، ويجاهدون بأموالهم وأنفسهم. وقد ظهرت لهم في ذلك نوازل وأحداث يحتاجون بيان أهل العلم للحكم الشرعي فيها.
وقياماً بالميثاق الذي أخذه الله على تمر سوريا في هذه الفترة العصيبة من تاريخها بمخاض عسير ومحنة عظيمة، حيث تسلط عليها البغاة والمجرمون وساموا أهلها سوء العذاب، واعتدوا على الأنفس والأموال والأعراض والثمرات، فنفر الناس يصدون البغي والعدوان ويدفعون الظلم عن ديارهم وأبنائهم، ويجاهدون بأموالهم وأنفسهم. وقد ظهرت لهم في ذلك نوازل وأحداث يحتاجون بيان أهل العلم للحكم الشرعي فيها.
وقياماً بالميثاق الذي أخذه الله على أهل العلم {لَتُبَيِّنُنَّهُ لِلنَّاسِ وَلَا تَكْتُمُونَهُ}، أصدرت لجنة الفتوى بالمكتب العلمي بهيئة الشام الإسلامية - حتى تاريخ هذا الإصدار - ثلاثاً وأربعين فتوى في أبواب متعددة من الشريعة، أغلبها يتعلق بواجب الوقت من أحكام الجهاد ومقاومة المعتدين. وقد لاقت هذه الفتاوى - بحمد الله وفضله - القبول والانتشار، فرأينا أن نجمعها في إصدار خاصٍ رغبة في إيصالها لأكبر عدد من المستفيدين.
وقد رتبنا هذه الفتاوى حسب تاريخ إصدارها، وألحقنا بها في الهامش أهمَّ ما وردنا حولها من أسئلة أو تعقيبات من القراء وطلبة العلمباختصار، مع وجود أصلها في موقع هيئة الشام الإسلامية على الإنترنت، وإجاباتنا
