تناول المؤلف في كتابه هذا موضوعاً، يعتبر بحق موضع الساعة، فمن منا لا يتذكر الأزمة التي نشبت بين العراق من جهة والولايات المتحدة وبريطانيا من جهة أخرى، حول تفتيش قصور الرئاسة، والتي كادت تنتهي بمواجهة عسكرية لا يعلم عواقبها، ومن منا لم يتساءل أثناء حرب الخليج، عن كنه الأسلحة السامة؟ من هنا كانت أهمية هذا العرض الجامع للدكتور "ليونارد كول" في "الطاعون الجديد"، إذ يبين لنا كيف بدأ استخدام الغاز السام في الحرب العالمية الأولى والاشمئزاز الذي شعر به المجتمع الدولي آنذاك وما استتبعه من ظهور أول اتفاقية لحظر هذا النوع من السلاح، ثم يوضح لنا أخطار الأسلحة البيولوجية وشرورها بصورة منهجية موثقة. كما لا يتردد في نقد التجارب التي قام بها جيش بلاده، أضرار التي لحقت بمواطنيه نتيجة لها. كما يتطرق للحرب العراقية الإيرانية وحرب الخليج ودور هذه الأسلحة منهما، وموقف المجتمع الدولي المتخاذل من حصول العراق على هذه الأسلحة وتطويرها، ثم استخدامها في الحرب.
وينتهي المؤلف بعد تشخيص العلة، إلى أن العلاج يشمل المعاهدات القوية الملزمة من جهة، وتعزيز أخلاقيات النفور من الأسلحة السامة من جهة أخرى. ومما يلفت النظر عدم انقطاع الكاتب عن تأكيد أهمية الوازع الأخلاقي وإبرازه، وما أدى إليه تداعيه من استعمال لهذه الأسلحة دون خشية. وقد بلغ اهتمامه بهذا الموضوع أن أفرد له الفصل الخير من الكتاب.
