التأمين على الودائع المصرفية نظام من نظم التأمين من المخاطر لأكبر مهنة محفوفة بالمخاطر. وهو أحيانا يقتصر على التعويض عن شريحة من الوديعة اذا ما كان حجمها كبيرا. واحيانا يتم التعويض على شريحتين الأولى تنال أكثر من الثانية وبهذا الوصف يكون نظاما اقرب الى انصاف اصحاب الودائع الصغيرة التى تقع فى حدود تلك الشريحة وأولئك الذين تنقصهم الخبرة فى ادارة المخاطر لودائعهم المصرفية. أحيانا يغطى التأمين كل الوديعة مهما بلغت قيمتها . وقد يعوض التأمين عن الودائع المنتشرة لمودع واحد فى عدد من البنوك فيعامل بمنحه تعويضا فى حدود كل شريحة لدى كل بنك من البنوك التى له فيها ودائع فيمنح التعويض وأحيانا يغطى التأمين جميع الودائع فى جميع البنوك بقيمتها كاملة. ولكن التأمين على الودائع يقتصر عادة على انواع معينة فلا يغطى مثلا أغطية خطابات الصمان أو الاعتمادات المستندية أو المبالغ المودعة كضمان أو تلك الموجودة فى حساب وسيط. ويختلف نظام تأمين الودائع عن كل ما يجرى على الساحة العالمية الآن من وسائل لعلاج الأزمة المالية العالمية لأن النظام يعد لأوقات الرخاء احتياطيا لمنع الوصول الى تلك الأزمات. ورغم أن الولايات المتحدة أخذت بهذا ابان الأزمة التى حدثت فى اوائل الثلاثينيات الا أن الأزمة قد تصل الى حد أن جميع صناديق التأمين على الودائع قد لا تنجح وحدها فى الوقاية مما يدل على أنها ليست وصفة مؤكدة مائة فى المائة لذلك فأن المساندة من الحكومات أصبحت أمرا حتميا للنجاة من مزيد من الآثار السيئة مع التنسيق بين المختصين فى الآنظمة القانونية حول العالم. وفى معالجتنا لموضوع التأمين على الودائع نقسمه الى بابين الأول عن التأمين على الودائع المصرفية حول العالم لللأستفادة من تجارب الدول الأخرى وفى الباب الثانى نتحدث عن هذا النظلم فى المنطقة العربية .
