سعت الجمهورية الإسلامية الإيرانية ودول المجموعة الأوروبية لتطوير علاقاتهما، في مختلف جوانبها، السياسية والاقتصادية والعسكرية، لكن علاقاتهما كانت عرضة للتذبذب، وتباينت مواقف كل منهما إزاء القضايا التي كانت مطروحة على أجندة العلاقة بينهما، كما كانت هذه العلاقة خاضعة لتأثير خارجي؛ إذ تعرضت الدول الأوروبية لضغوط من الولايات المتحدة الأمريكية لتحجيم علاقاتها بإيران؛ بغرض تحقيق هدفها في عزل إيران دولياً. إلا أن هناك بعض المشكلات الرئيسية والقضايا الخلافية، التي تجسد عائقاً أمام تطوير العلاقات الإيرانية-الأوروبية، وأهم هذه المشكلات برنامج إيران النووي، وتحديداً إصرار إيران على حقها في امتلاك دورة الوقود النووي، ورفضها الالتزام بالقرارات الدولية الخاصة بتعليق نشاطات تخصيب اليورانيوم، بالإضافة إلى اتهام إيران بدعم الإرهاب، والموقف الإيراني من التسوية السلمية في الشرق الأوسط، ووضع حقوق الإنسان والحريات في إيران. وعلى الرغم من أن ملفات الخلاف بين الطرفين الأوروبي والإيراني لمّا تحسم بعد، فإن الأوروبيين يعتقدون أن سياسة المقاطعة والحظر والعزل السياسي لإيران، التي تنادي بها الولايات المتحدة، لن تكون فعالة، ولن تسهم في تعزيز الأمن والاستقرار في المنطقة، وهم يصرون على أن تلك الملفات لا تحل إلا بالحوار وتفهُّم كل طرف حاجات الطرف الآخر ومصالحه.
