يقدم الباحث من خلال هذه الدراسة تقويماً نقدياً موجزاً لمناهج التنمية العالمية المستديمة، ويصل إلى نتائج مثيرة تقلب "النموذج المعياري" رأساً على عقب. ويرى والاس أنه من غير المحتمل أن تظهر التنمية المستديمة كعملية قيادة أو انتشار من الشمال إلى الجنــوب، كما أن المناقشات المتعلقة بنقل التقنية النظيفة بشروط تفضيلية، والمتعلقة كذلك بالعون البيئي والتعويضات المستحقة للدول النامية كثيراً ما تغفل هذه النقطة؛ إذ إن الاستدامة تتعلق أساساً بهيكلية التنمية الصناعية، وتغير هيكل التنمية الصناعية يتضمن إيجاد نماذج جديدة للتنظيم الصناعي، والتي يمكن أن تتنافس مع النظم القديمة وتحل محلها في النهاية. وبالتالي تبحث هذه الدراسة في كيفية حدوث هذه التحولات في الماضي، وتشير إلى النماذج الجديدة، رغم أنها اعتمدت بشكل انتقائي على النماذج القديمة، فلطالما ترسخت في المناطق الجديدة التي تشهد نمواً سريعاً. ويرى صاحب الدراسة أننا إذا ما تتبعنا الاتجاهات الحالية والضغوط المحيطة بالتنظيم الصناعي، فإننا نجد أن الاستدامة المعبر عنها من خلال الطرق التي تشير الشركات إلى استخدامها في الاستفادة من الموارد الطبيعية والموارد البشرية والمجتمع المحيط بها، يمكن أن تمثل نموذجاً جديداً.
